This course focuses on the OSHA Process Safety Management (PSM) Standard (29 CFR 1910.119) and the EPA Chemical Accident Prevention Provisions (commonly known as the Risk Management Plan), or RMP Rule, 40 CFR 68). These regulations are unique in that they require a certification that covered operations have evaluated compliance with the provisions of each regulation at least every three years. 

Course materials are designed to enhance professional growth and education for environmental, health and safety (EHS) auditors who have responsibility for auditing PSM and RMP compliance, and to assist attendees in part of their preparation for BEAC® auditor certification as a Certified Process Safety Auditor™ (CPSATM). 

This course assumes that attendees have experience as auditors and some experience with auditing the PSM Standard and/or the RMP Rule. It is designed as much as possible to provide insights “above and beyond” just reading the standards, including information from supplemental sources such as Letters of Interpretation, regulatory preambles, Compliance Directives, and case law. 

This 1-day course is worth 8 Continuing Professional Development (CPE/CPD) hours from BEAC®. 

Note: While this course is intended to assist with the certification technical requirements for the Board of Environmental, Health & Safety Auditor Certifications® (BEAC®), it does not satisfy the total hours of training BEAC requires for the Certified Process Safety Auditor™ (CPSATM) certification. The IIA does not warrant that participating in this training will guarantee success with the BEAC® certification exams.​

  • Assessing compliance with all aspects of the OSHA PSM and EPA RMP regulations, including: 
          o  Determining which processes, or portions of processes are covered by  each standard

          o Adequacy/appropriateness of required process safety information
          o Adequacy/appropriateness of required process hazard analysis
          o Adequacy/appropriateness of required operating procedures
          o Adequacy/appropriateness of required training
          o Contractor management
          o Adequacy/appropriateness of pre-startup safety reviews
          o Adequacy/appropriateness of mechanical integrity programs
          o Adequacy/appropriateness of required quality assurance systems
          o Hot work permit system
          o Adequacy/appropriateness of required management of change system
          o Incident investigation
          o Compliance audits o Trade secrets o Management system
          o Off-site consequence analysis
          o Hazard review
          o Maintenance 
  • Describing the overlaps and differences between PSM and RMP standards and how these affect audit findings 
  • Explaining the history of “major hazard” incidents that led to the development of regulations worldwide, and the role of auditing in preventing and minimizing major hazard incidents 
  • Discussing the framework and general requirements of comparable laws in other countries
